You can take a pic from the outside but you will definitely see the barriers. It's best to get a visitors pass to go inside and take the pic from the other end. As diplomats in Geneva, we can register for passes. However for visitors who want to take a pic with the alley of flags, a guided tour is recommended. You can see all the details of how to apply for the tour (book ahead coz spots are limited), what identification to bring, and what are not allowed inside (like large bags) during the day of your visit. You can see all the info on the official website ungeneva dot org / en / visit.

This is the most beautiful part of the UN European Headquarters. The flags in front tell the story of the United Nations’ history and mission. I highly recommend booking your visit well in advance, at least 2–3 months ahead. Also, note that it is only open on weekdays. A must-see for anyone visiting Geneva!
